Doc 604 §XII formalization should name Defense Acquisition as canonical three-scale anchor. Logistics (SE-115), Portfolio Management (SE-152), and now Defense Acquisition supply three confirming three-scale instances; Defense Acquisition is the densest.
D8.1 sub-pattern formalization-ready. Three confirmed instances (Docs 126, 139, 193). SE-039 §VII.6 / §VII.7 framing should be promoted to a first-class Cluster E sub-form in the next refinement round.
